6. e The eligible neighbourhoods in the Townsite are in less serious need of the Program than are the Communities of Porquis Junction and Monteith; > & The Neighbourhoods of Porquis Junction and Monteith should be selected for participation in NIP. Both neighbourhoods are eligible for pafticipation in the Program and require Community Renewal more urgently than do other eligible neighbourhoods. NEIGHBOURKOOD PRIORITIES | Although the Council is prepared to plan and implement the NIP for both communities, it is recognized that Federal and Provincial Funding may not be available for the entire Program as proposed by the Town. In anticipation of this circumstance, Council has decided that priority must be assigned to the Porquis Junction Neighbourhood because of its larger population and more severe existing problems . Accordingly, if because of limited Federal or Provincial financing, a decision must be made amongst components of the Programs priority is assigned to the complete Program for Porquis Junction, as set out in this application with a second priority to a complete or partial Program in Monteith. If these applications result in a partial Program for either community, the priorities within each community are set out in the separate applications.
