THE NEIGHBOURKOOD _ IMPROVEMENT PROGRAM The Neighbourhood Improvement Program (NIP) was established by Amendment to j the National Housing Act passed in June of 1973 and is a Joint Federalâ€" Provincialâ€"Municipal undertaking.
