Home & Country The Women's Program The Women's Program was created as part of the Department of the Secretary of State in 1973. as a result of a recommendation of the Royal Commission on the Status of Women. In its report. the Commission recognized the key role played by voluntary groups in bringing about improvement for women. and recommended that the government provide support to women‘s organizations working toward women's equality. In 1993. the Women's Program mandate was renewed on a permanent basis. In 1995. it was integrated within Status of Women Canada.
