If a resolution arrives too late to be sent out to all Branches before a scheduled meeting (the Handbook says ten days, but I believe a full month would be wisest in order to accommodate Branch meetings), then it should not be considered until the next meeting. (This is just as it is with Board meetings.) The Branch Resolutions Convenor. or someone designated by her, should be prepared to address the resolution when it is up for consideration. Since the membership will be aware of the resolution and the date it is to be discussed, there should be a representative from each Branch at the District meeting; that is when input from the membership is obtained.
