Resolutions tackle traffic safety, nuclear arms, capital punishment Nine resolutions were sustained at the annual FWIO board meeting in November. Here they are: HAMILTON AREA WHEREAS the nuclear arms race among world powers is accelerating at an alarming rate; and WHEREAS a global holocaust looms as a distinct possibility within this generation; and WHEREAS many countries are us- ing funds for nuclear weapons, which should be used to improve the quality of life; THEREFORE BE IT RESOLVED that the Federated Women’s Institute of Ontario make known our opposi- tion to nuclear weapons and urge the Government of Canada to exercise every possible influence to discourage the buildup of nuclear arms and to net as mediator and peacemaker in whatever ways are deemed advisable for the control and limitation of nuclear weapons by all nations; and THEREFORE BE IT FURTHER RESOLVED that this Resolution be forwarded to the Secretary of the United Nations. WHEREAS many of our prominent doctors are endorsing the use of heroin as an analgesic for patients dying in pain; and WHEREAS terminally ill patients are requesting a better form of analgesic than is available presently; and WHEREAS families of the dying would be relieved of watching their toved ones die in agony and without dignity; and WHEREAS in Britain it is an acâ€" cepted analgesic THEREFORE BE IT RESOLVED that the Federated Women’s Insti- tutes of Ontario request the Federal Government to allow use of heroin in Canada for terminally ill patients. SOUTHWESTERN AREA WHEREAS the public should be made aware of the misconceptions of schizophrenia as a mental disease; and WHEREAS there are self-help groups such as “Friends of Schizo- phrenics†which include family and friends; and WHEREAS schizophrenia is a chemical imbalance of the brain that strikes mostly young people between the ages of 17â€"24 years (1 out of every 100 persons in Canada); THEREFORE BE IT RESOLVED that the Federated Women's Insti- tutes of Ontario request the Minister of Health and Welfare to allocate: (a) larger grants for research into the cause of schizophrenia; and (b) im- prove post hospital care for schizophrenic patients. CENTRAL (TORONTO) AREA CONVENTION WHEREAS the crime of murder is on the increase; and WHEREAS this crime in many cases is being committed against youth and minors during sexual attacks; and WHEREAS capital punishment has been abolished for several years; THEREFORE BE lT RESOLVED that the Federated Women's Insti- tutes of Ontario request the Minister of Justice of Canada to enact legisla- tion to hold a plebescite for the pur- pose of having capital punishment reâ€" instated for the crime of murder. LONDON AREA WHEREAS Ontario residents use 900 million pop cans each year, which constitutes a large portion of our garbage; and WHEREAS for various reasons the recycling of these cans is not en- couraged, so that they are being allowed to rapidly help fill up our landfill sites; THEREFORE BE iT RESOLVED that the Federated Women’s lnsti» tutes of Ontario petition the Hon. Keith Norton, Minister of the En- vironment, to either ban non- returnable pop cans, or legislate a deposit system to encourage recycling of these cans. NORTHWESTERN AREA WHEREAS many rural communities are directly or indirectly dependent on revenues earned from the forest industry to retain a stable economic base; and WHEREAS many farmers, trappers and other rural residents have tradiâ€" tionally purchased standing timber from Crown lands for personal use needs or re-sale to pulp mills and sawmills as a means of augmenting annual income; and WHEREAS existing independent loggers need increased volumes of Crown timber to help absorb higher road building, equipment, transpor- tation and other costs; THEREFORE BE IT RESOLVED that the Federated Women’s Insti- tutes of Ontario request the Ministry of Natural Resources allocate on a first priority basis all timber within the Ministry of Natural Resources Crown Management Units to in- dependent loggers and local residents for personal use needs or for re-sale on the open market and the expan» sion of large logging corporations at the expense of local users not be en- couraged by the Ministry of Natural Resources in the Crown Management Units. WHEREAS it is deemed necessary to constantly remind and educate the motoring public, parents and child- ren of the pedestrian safety rules to prevent accidents; THEREFORE BE IT RESOLVED that the Federated Women’s lnsti- tutes of Ontario request the Ministry of Education, the Ministry of Trans- port and Communications and the Solicitor General to increase their campaigns to educate students and the general public through television, radio, newspapers and magazines regarding pedestrian safety rules. WHEREAS unsafe hauling practices on Provincial Highways related to overweight and insecure loads have contributed to vehicle accidents resulting in many deaths and numer- ous injuries to vehicle occupants; THEREFORE BE IT RESOLVED that the Federated Women's Insti‘ tutes of Ontario request the Minister of Transportation and Communica« tions to hold an immediate investiva- tion into this matter and initiate continued on page 2] ll
