Mrs. Haggerty said that children must be pro‘ tected in the community as well as in their homes and a great many Institutes are helping to prevent drowning accidents by sponsoring swimming classes and providing skating rinks to keep children ofi unsafe ice on streams and ponds. Kay Homan felt that young people as well as children should be taught to swim, to know the rules of water safety and how to give artificial respiration. Another projâ€" ecl. being investigated by the Junior Farmers is a blood testing campaign so that individuals would carry with them a record of their blood type to be used if a transfusion is needed in case of an ac- cident. The question of accidents to children riding on tractors or driving tractors was discussed. When someone pointed out that it would be difficult to enforce a law against allowing children under a certain age to drive tractors. Mrs. Haggerty said "Maybe legislation isn‘t the answer. but women have a strong influence on their children and on their husbands in determining 'the way of life‘ on their farm. I believe education could be brought to women through the Women's Institutes to pre‘ vent accidents to young children through farm tractors." Mrs. Haggerty also referred to the resolutions sent from the Women‘s Institutes to the Govern- ment on questions of safety on the highway. An impressive point in this panel discussion was made by Mr. Eugene Lemon, a Director of the Soil and Crop Improvement Association. Mr. Lemon had lost an arm in a threshing machine accident. Asked if he believed that fatigue often entered into accidents.
